Job Corps PLA Update

On July 24th a new Sources Sought Notice for the construction of the U.S. Department of Labor’s Job Corps Center in Manchester, N.H. was posted on It is a pre-solicitation to determine interest by qualified small businesses. A solicitation for bidding will follow.    
The PLA requirement is not included in this pre-solicitation, however, it is clear they want to maintain the small business set aside. In practice, not philosophy, the small business set aside is a deterrent to NH/VT members equal to the PLA. To be a qualified small business for this approximately $40 million project, a GC must have a total average annual volume over the last three years of $33.5 million or less, and be able to bond the project. We have encouraged our delegation in Washington to communicate to the DOL how absurd the set aside is for this project.
It’’s important to show more response to this pre solicitation without the PLA, to support our claim that a PLA is a deterrent and we encourage qualified small businesses to respond (in our chapter area there will be very few). Yet, we do not want to have the DOL receive responses that support their goal of including the small business set aside. It is a bit of a dilemma that can only be created by politics and Washington bureaucrats.
