&lt;p&gt;&amp;quot;&lt;a data-test-app-aware-link="" href="https://fulcrum-nh.com/" target="_blank"&gt;Fulcrum Associates&lt;/a&gt; was recently joined by fire leadership, firefighters, local and state officials, and mayor Joyce Craig, to celebrate the ribbon cutting and grand opening of the new Manchester Fire Station #9. This state-of-the-art facility was constructed to replace the aging station, originally built in the 1960s. The new two-story, 11,000 s/f facility comfortably houses two fire trucks, an ambulance, and includes a community room for local neighborhoods. Station #9 serves a densely populated area with mixed occupancy, elderly apartments, large commercial buildings, the South Willow St. corridor, South Beech St., Queen City Ave. and Brown Ave...&amp;quot;&lt;/p&gt;

&lt;p&gt;Last week, ABC NH/VT&amp;nbsp;held a reception to welcome&amp;nbsp;students and contractors participating in our&amp;nbsp;2nd Vermont Commercial Craft Apprenticeship class which begins Nov. 17 2023.&amp;nbsp;&lt;/p&gt;

&lt;p&gt;This year the apprenticeship program will include 19 students who will be placed at six companies, including DEW Construction, PC Construction Company, ReArch Company, HP Cummings, Kingsbury, and Bread Loaf. More than 30 people attended the welcome reception in support of the program.&amp;nbsp;&lt;/p&gt;

On a year-over-year basis, industry employment has increased by 219,000 jobs, an increase of 2.8%.&lt;/p&gt;

&lt;p&gt;Nonresidential construction employment increased by 8,400 positions on net, with growth in all three subcategories. Nonresidential specialty trade added 4,200 positions, while nonresidential building and heavy and civil engineering added 2,600 and 1,600 jobs, respectively.&lt;/p&gt;

&lt;p&gt;The construction unemployment rate increased to 4.0% in October. Unemployment across all industries increased from 3.8% in September to 3.9% last month.&lt;/p&gt;

&lt;p&gt;&amp;ldquo;The construction industry added jobs for the seventh consecutive month in October,&amp;rdquo; said ABC Chief Economist Anirban Basu. &amp;ldquo;Over the past year, hiring has been concentrated in the nonresidential segment, with especially strong employment growth in the nonresidential building category. This is in large part due to the unprecedented surge in manufacturing megaprojects.&lt;/p&gt;

&lt;p&gt;&amp;ldquo;While contractors&amp;rsquo; demand for labor remains robust, the rising cost of labor, pushed upward by worker shortages, remains a pressing issue for the industry,&amp;rdquo; said Basu. &amp;ldquo;Average hourly earnings for construction workers increased at over twice the rate of economywide wages in October and have risen significantly faster over the past 12 months. &amp;ldquo;If the Biden administration is truly committed to the Inflation Reduction Act&amp;rsquo;s stated goal of promoting construction of critical clean energy infrastructure, Treasury and the IRS must significantly revise the proposed rule to clarify prevailing wage and apprenticeship requirements and eliminate unnecessarily burdensome provisions that depart from the letter of the law,&amp;rdquo; said Ben Brubeck, ABC vice president of regulatory, labor and state affairs. &amp;ldquo;Otherwise, increased costs and widespread delays on clean energy construction projects are inevitable as developers and contractors struggle to understand and comply with cumbersome and unclear regulations.&amp;rdquo;&lt;br /&gt;
&lt;br /&gt;
&amp;ldquo;While inflationary prevailing wage regulations and government-registered apprenticeship mandates that limit small business and workforce participation are unfortunately required by the Inflation Reduction Act, the agencies can still take important steps to provide clarity and lessen burdens for taxpayers and contractors. Among many other recommended changes to the proposed rule outlined in ABC&amp;rsquo;s comments, IRS must ensure clear prevailing wage classifications are readily available to contractors seeking to pay appropriate wages and establish apprenticeship requirements and exceptions that align with actual industry practice.&amp;rdquo;&lt;br /&gt;

The Treasury&amp;rsquo;s Notice of Proposed Rulemaking, Increased Credit or Deduction Amounts for Satisfying Certain Prevailing Wage and Apprenticeship Requirements, proposes regulations clarifying the applicability of tax credits for the construction of private clean energy projects funded by the IRA&amp;ndash;&amp;ndash;including solar, wind, hydrogen, carbon sequestration, electric vehicle charging stations and more&amp;ndash;&amp;ndash;conditioned on compliance with controversial prevailing wage and government-registered apprenticeship requirements. Effective Jan. 30, project developers who satisfy these regulations are eligible for a 500% increase in tax credits compared to baseline tax credits offered to developers under previous regulations.&lt;br /&gt;
&lt;br /&gt;
&amp;ldquo;Additionally, the agencies must fully withdraw provisions of the proposed rule that incentivize&amp;nbsp;&lt;u&gt;&lt;a data-feathr-click-track="true" data-feathr-link-aids="[&amp;quot;645a47cb1a82587f5411cb0f&amp;quot;]" href="https://www.abc.org/News-Media/News-Releases/buildamericalocal.com/learn-more/" target="_blank"&gt;project labor agreements&lt;/a&gt;&lt;/u&gt;&amp;nbsp;that restrict competition and unfairly favor unions. &lt;p&gt;Landon recently presented &amp;ldquo;Grief: A Hidden Safety Risk&amp;rdquo; at the &lt;a href="https://oshaedne.com/wisc/" target="_blank"&gt;Women in Safety Conference at Keene State College&lt;/a&gt;&amp;nbsp;and at the National Safety Council&amp;#39;s &lt;a href="https://www.nscnec.org/conference-me" target="_blank"&gt;96th Annual Maine Safety and Health Conference&lt;/a&gt;. &amp;ldquo;Grief is a natural and normal response to loss, but it can be a complex and often misunderstood emotion. Grief messes with our brains and our bodies,&amp;quot; says Landon.&amp;nbsp;Here are some &amp;lsquo;scary&amp;rsquo; facts she talked about at the conference earlier this month:&amp;nbsp;&lt;/p&gt;

&lt;ul&gt;
 &lt;li&gt;Unsupported grief in the workplace costs companies up to $225.8 billion every year&lt;/li&gt;
 &lt;li&gt;It&amp;rsquo;s estimated that 1.5 million children in the US have lost one or both parents by age 15 (this is our future workforce)&lt;/li&gt;
 &lt;li&gt;90% of those who work in physical jobs are more likely to get injured due to lack of concentration (hence&amp;hellip;grief is a hidden safety risk)&lt;/li&gt;
 &lt;li&gt;It is estimated that 1 in 4 employees is grieving at any given time&lt;/li&gt;
&lt;/ul&gt;

&lt;p&gt;&amp;quot;Grief can display much the same as mental health challenges,&amp;quot; adds Landon.&amp;nbsp;&amp;quot;Experiencing grief is not a sign of weakness or something to be afraid of. It&amp;#39;s a journey that looks different for everyone, and there is no right or wrong way to grieve. It&amp;#39;s a process that requires time, patience, and self-compassion.&amp;quot;&lt;/p&gt;

&lt;p&gt;Landon is a Certified Grief Educator &amp;amp; Coach, Construction Suicide Prevention Trainer and Mental Health First Aid Responder. &lt;p&gt;&amp;ldquo;By allowing outside union representatives access to nonunion employers&amp;rsquo; private property, OSHA is injecting itself into labor-management disputes and casting doubt on its status as a neutral enforcer of the law,&amp;rdquo; said Brubeck. &amp;ldquo;Unfortunately, many outside union organizer representatives have a biased agenda that is not focused on safety or health, which could distract OSHA inspectors from their primary purpose of workplace safety.&amp;rdquo;&lt;/p&gt;

&lt;p&gt;ABC continues to review the proposed rule and assess options for a legal challenge.&lt;/p&gt;

&lt;p&gt;&lt;em&gt;We have an associate member, World Wide Safety, with an office in Nevada and we are in the process of bringing in containers loaded with relief supplies donated by the large contingent of ex-pats living in the Las Vegas area. Our government agencies have not been able to meet the current needs and it is falling to the residents to provide basic supplies.&lt;/em&gt;&lt;/p&gt;

&lt;p&gt;&lt;em&gt;We have located the warehouse space and boots on the ground in Maui to receive the shipments and distribute the goods. Our greatest need is to assist in covering the costs to get the supplies on island.&lt;/em&gt;&lt;/p&gt;

&lt;p&gt;&lt;em&gt;I am reaching out to ask for your help; if you can pass along as much of this information to your members as possible it would be greatly appreciated.&lt;/em&gt;&lt;/p&gt;

&lt;p&gt;&lt;b&gt;Flooding victims anywhere in Vermont now have until Nov. 15, 2023, to file various individual and business tax returns and make tax payments&lt;/b&gt;, the Internal Revenue Service announced on July 13, 2023.&amp;nbsp;&lt;/p&gt;

&lt;p&gt;The IRS is offering relief to any area designated by the Federal Emergency Management Agency (&lt;a data-auth="NotApplicable" data-linkindex="2" href="https://www.fema.gov" rel="noopener noreferrer" target="_blank"&gt;FEMA&lt;/a&gt;), including postponing various tax-filing and tax-payment deadlines for any taxpayer with an address of record in the disaster area. This means that individuals and households that reside or have a business in any of Vermont&amp;rsquo;s 14 counties qualify for tax relief. The current list of eligible localities is always available on the&amp;nbsp;&lt;a href="https://www.irs.gov/newsroom/tax-relief-in-disaster-situations" target="_blank"&gt;disaster relief&amp;nbsp;&lt;/a&gt;page on IRS.gov.&amp;nbsp;&lt;/p&gt;

&lt;h4&gt;&lt;span style="color:#003366;"&gt;&lt;b&gt;What returns and payments qualify for the Nov. 15 deadline?&lt;/b&gt;&lt;/span&gt;&lt;/h4&gt;

&lt;p&gt;The tax relief postpones various tax filing and payment deadlines that occurred starting on July 9, 2023. As a result, affected individuals and businesses will have until Nov. 15, to file returns and pay any taxes that were originally due between July 9 and Nov. 15.&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;Eligible returns and payments include:&lt;/strong&gt;&lt;/p&gt;

&lt;ul&gt;
 &lt;li&gt;Individuals who had a valid extension to file their 2022 return due to run out on Oct. 16, 2023. The IRS noted, however, that because tax payments related to these 2022 returns were due on April 18, 2023, those payments are not eligible for this relief.&lt;/li&gt;
 &lt;li&gt;Quarterly estimated income tax payments, normally due on Sept. 15&lt;/li&gt;
 &lt;li&gt;Quarterly payroll and excise tax returns, normally due on July 31 and Oct. 31&lt;/li&gt;
 &lt;li&gt;Businesses with an original or extended due date including, among others, calendar-year partnerships and S corporations whose 2022 extensions run out on Sept. 15, and calendar-year corporations whose 2022 extensions run out on Oct. 16.&lt;/li&gt;
&lt;/ul&gt;

&lt;p&gt;In addition, penalties on payroll and excise tax deposits due after July 9 and before July 25, will be abated as long as the deposits are made by July 25.&lt;/p&gt;

&lt;p&gt;Other returns, payments and tax-related actions also qualify for the additional time. See the&amp;nbsp;&lt;a data-auth="NotApplicable" data-linkindex="4" href="https://www.irs.gov/businesses/small-businesses-self-employed/disaster-assistance-and-emergency-relief-for-individuals-and-businesses" rel="noopener noreferrer" target="_blank"&gt;IRS disaster relief&lt;/a&gt;&amp;nbsp;page for details.&amp;nbsp;&lt;/p&gt;

&lt;p&gt;The IRS automatically provides filing and penalty relief to any taxpayer with an IRS address of record located in the disaster area. Because it is automatic, these taxpayers need not contact the agency to get the relief. However, if an affected taxpayer receives a late filing or late payment penalty notice from the IRS that has an original or extended filing, payment or deposit due date falling within the postponement period, the taxpayer should call the number on the notice to have the penalty abated.&lt;/p&gt;

&lt;p&gt;In addition, the IRS will work with any taxpayer who lives outside the disaster area but whose records necessary to meet a deadline occurring during the postponement period are located in the affected area. Taxpayers qualifying for relief who live outside the disaster area need to contact the IRS at 866-562-5227. This also includes workers assisting the relief activities who are affiliated with a recognized government or philanthropic organization.&lt;/p&gt;

&lt;h4&gt;&lt;span style="color:#003366;"&gt;&lt;b&gt;Claiming disaster losses&lt;/b&gt;&lt;/span&gt;&lt;/h4&gt;

&lt;p&gt;Individuals and businesses in a federally declared disaster area who suffered uninsured or unreimbursed disaster-related losses can choose to claim them on either the return for the year the loss occurred (in this instance, the 2023 return normally filed next year), or the return for the prior year (2022). Be sure to write the FEMA declaration number &amp;ndash; 3595-EM &amp;minus; on any return claiming a loss. See&amp;nbsp;&lt;a data-auth="NotApplicable" data-linkindex="5" href="https://www.irs.gov/forms-pubs/about-publication-547" rel="noopener noreferrer" target="_blank"&gt;Publication 547&lt;/a&gt;&amp;nbsp;for details.&amp;nbsp;&lt;/p&gt;

&lt;p&gt;The tax relief is part of a coordinated federal response to the damage caused by these storms and is based on local damage assessments by FEMA.    &lt;p&gt;&lt;strong&gt;WASHINGTON&lt;/strong&gt;, June 14&amp;mdash;Construction input prices fell 0.6% in May compared to the previous month, according to an Associated Builders and Contractors analysis of the U.S. Bureau of Labor Statistics&amp;rsquo; Producer Price Index data released today. Nonresidential construction input prices declined 0.5% for the month.&lt;/p&gt;

   &lt;p&gt;Overall construction input prices are 3.7% lower than a year ago. Nonresidential construction input prices are 3.4% lower. Prices declined in all three energy subcategories. Crude petroleum prices were down 10.2% in May, while unprocessed energy materials were down 7.8%. Natural gas prices fell 2.0% for the month.&lt;/p&gt;

   &lt;p&gt;&amp;ldquo;The headline numbers suggest broad-based deflation in construction materials prices,&amp;rdquo; said ABC Chief Economist Anirban Basu. &amp;ldquo;But the declines in input prices are less broad than meets the eye. Much of the deflation is tied to energy, steel and softwood lumber.&lt;/p&gt;

   &lt;p&gt;&amp;ldquo;Beyond those spheres, there is plenty of input price inflation,&amp;rdquo; said Basu. &amp;ldquo;For instance, concrete prices increased 1.1% for the month and more than 12% for the year. The price of construction machinery and equipment rose marginally for the month and is up more than 9% over the past year. Prices for brick and structural clay tile as well as adhesives and sealants are also up more than 9% over the past 12 months. In short, there are still supply chain challenges, but a weakening global economy has helped place downward pressure on several traded commodities. With so many public and private megaprojects under development in the United States, it is likely that many input price categories will continue to show inflationary tendencies even if the overall economy dips into recession.&amp;rdquo;&lt;/p&gt;

To keep up with demand, some contractors have resorted to lowering their hiring standards. But in one of the most perilous professions in America, these actions could have serious implications for the safety of workers.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="text-align:start; margin-bottom:20px"&gt;&lt;span style="box-sizing:border-box"&gt;&lt;span style="font-weight:400"&gt;&lt;span style="font-style:normal"&gt;&lt;span style="font-variant-ligatures:normal"&gt;&lt;span style="white-space:normal"&gt;&lt;span style="text-decoration-thickness:initial"&gt;&lt;span style="text-decoration-style:initial"&gt;&lt;span style="text-decoration-color:initial"&gt;Bureau of Labor Statistics data shows construction and extraction occupations had the&amp;nbsp;&lt;a href="https://www.bls.gov/news.release/pdf/cfoi.pdf" style="box-sizing:border-box; outline:none !important"&gt;second most&lt;/a&gt;&amp;nbsp;occupational deaths in 2021&amp;mdash;the most recent data available&amp;mdash;at a rate of 12.3 fatalities for every 100,000 workers. Falls continue to be a leading cause of construction deaths and injuries on jobsites, with more than 300 fall-related deaths each year and thousands of serious injuries. Despite increased awareness and stringent regulations, these incidents continue to disrupt workers&amp;rsquo; lives and livelihoods, as well as businesses&amp;rsquo; abilities to operate.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="text-align:start; margin-bottom:20px"&gt;&lt;span style="box-sizing:border-box"&gt;&lt;span style="font-weight:400"&gt;&lt;span style="font-style:normal"&gt;&lt;span style="font-variant-ligatures:normal"&gt;&lt;span style="white-space:normal"&gt;&lt;span style="text-decoration-thickness:initial"&gt;&lt;span style="text-decoration-style:initial"&gt;&lt;span style="text-decoration-color:initial"&gt;There has not been a notable reduction in construction fall-related deaths or injuries over the past 10 years, but these accidents are mainly preventable. Increased focus, education and training are vital to combatting these hazards in the construction industry.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="text-align:start; margin-bottom:20px"&gt;&lt;span style="box-sizing:border-box"&gt;&lt;span style="font-weight:400"&gt;&lt;span style="font-style:normal"&gt;&lt;span style="font-variant-ligatures:normal"&gt;&lt;span style="white-space:normal"&gt;&lt;span style="text-decoration-thickness:initial"&gt;&lt;span style="text-decoration-style:initial"&gt;&lt;span style="text-decoration-color:initial"&gt;&lt;strong style="box-sizing:border-box; font-weight:700"&gt;LESS EXPERIENCED WORKERS ARE MORE LIKELY TO SUFFER FALLS ON JOBSITES&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="text-align:start; margin-bottom:20px"&gt;&lt;span style="box-sizing:border-box"&gt;&lt;span style="font-weight:400"&gt;&lt;span style="font-style:normal"&gt;&lt;span style="font-variant-ligatures:normal"&gt;&lt;span style="white-space:normal"&gt;&lt;span style="text-decoration-thickness:initial"&gt;&lt;span style="text-decoration-style:initial"&gt;&lt;span style="text-decoration-color:initial"&gt;It&amp;rsquo;s critical that construction employers pay close attention to the experience level of workers. Nationwide claims data show construction workers with less than two years of experience with a company account for more than half (53%) of all reported construction fall claims since 2020. This underscores the importance for builders to ensure all workers, and especially those new to their company, are properly trained and equipped with the necessary safety gear to prevent such accidents from occurring.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="text-align:start; margin-bottom:20px"&gt;&lt;span style="box-sizing:border-box"&gt;&lt;span style="font-weight:400"&gt;&lt;span style="font-style:normal"&gt;&lt;span style="font-variant-ligatures:normal"&gt;&lt;span style="white-space:normal"&gt;&lt;span style="text-decoration-thickness:initial"&gt;&lt;span style="text-decoration-style:initial"&gt;&lt;span style="text-decoration-color:initial"&gt;This issue isn&amp;rsquo;t just about complying with regulations.
