HB1191, Relative to fire sprinkler systems. Prohibits the fire code from requiring the installation of fire sprinkler systems in single or multi family dwellings. Legislation is in response to new code adopted and expected to be ratified in 2011. ABC monitored this bill.

HB1305, Relative to designating uses for surface waters, further expanding the classification of wetlands. ABC opposed the bill as written. Current studies are underway and any legislation should wait for the recommendations from the on going discussions.


HB1315, Relative to the employer's lien on damages and benefits recovered from third persons by employees who have received workers' compensation. ABC opposed as written.


HB1348, Relative to enforcement of surface water classification. ABC opposed as written. As with HB1305, on going study committees should be allowed to complete their process prior to introducing legislation.


HB1405, Relative to reverse signal operation safety requirements for construction equipment. ABC opposed the bill as written, adds to current OSHA regulations. Any changes should be through the established process for OSHA regulation changes.


HB1578, Relative to state agency evaluation of contractors. Establishes an evaluation process for all state agencies to use with their vendors and contractors. ABC opposed the bill as written. Subjectivity and freedom of information issues. The Department of Transportation and the Department of Administrative Services already have an evaluation process for construction projects.


HB1631, Relative to the state fire code and the state building code. The bill makes the state fire code an addition to the state building code. All rules adopted by the fire Marshall shall be subject to approval by the state building code review board and legislative approval process. Building Code Review Board has concerns with bill. ABC monitored bill.


SB335, Relative to wetland impact assessments in construction permit applications. Requires the Department of Environmental Services to consider the changes in functions and values of wetlands that are likely to be caused by construction and post construction use when determining whether to approve or deny an application for permit. ABC opposed. There is debate whether this process is already part of the permitting process and how to measure the potential impact.


SB456, Relative to energy conservation in new building construction. This bill rewrites the statute for energy conservation in new building construction (RSA 155-D). ABC monitored.


SB469, requiring the department of labor to warn employers of certain violations prior to imposing a fine. ABC supported this bill as an opportunity for education of labor laws.
