OPEN COMPETITION DEBATED COAST TO COAST (12/09/2009)
 

From the east coast to the west coast the issue of PLAs on public projects is being debated. There are reports of open competition success. In California the Orange County Board of Supervisors unanimously approved an ordinance to ban the use of project labor agreements on county funded projects, unless required by state and federal law. In 2000 the board approved a resolution requiring the use of PLAs, but four years latter voted to allow the policy to expire because too few contractors were bidding on projects. In addition, the city of Fresno, California became the first city in the country to ban PLAs in 2000. In 2008 the city council declined to reconsider the ban.
